I'd agree the arc seems poor, partly because they don't really seem to have invested much time in it, but I would say some of the individual episodes are strong, there is certainly enough in them to offer hope for the future.
The interplay between Mr Pink and the Doctor in the last episode was well done on both sides which is promising too, if rumors are to be believed.
