Sometimes it's nice to let people down gently. It might be that WWE would be interested in taking Kurt back once they can be sure he's over his "demons". He's a year out of rehab, maybe that's not enough stability for WWE to take the chance. By saying "we don't think you're worth a part time deal" or putting Kurt's nose out of joint needlessly they could sour the relationship entirely.
I really can't see why WWE wouldn't want him on a part time deal if they believed him to be sober. Yeah it'd be nice for them to get him full time, especially with the depleted roster, but surely it's better to have a guy like Kurt half the time, than not at all
