I feel like they could use Survivor Series to begin the Road to the Rumble, the same way RR leads to Mania. Every year, there should be ten top guys who have to qualify for a Survivor Series match.

The winning team all get automatic bids into the Rumble and entry draws in the last half of the match. Survivors get to draw even later than non-surviving members of the winning team. Losers still have an opportunity to qualify in the weeks following, but if they do, they're confined to a draw in the first half of the match.

It's a little convoluted, but it gives you all kinds of storytelling possibilities.

Maybe a member of the losing team blames a teammate for his loss, turns on him, and boom you've got a Mania feud.

Maybe somebody who wasn't on the main event radar manages to qualify and survive. Now, all of a sudden you've got a guy in the final four at the Rumble who wasn't even in the Mania discussion in October.

Maybe somebody on the losing team overcomes the odds and wins the Rumble despite having to start #1?
