Except that he won twice at the PPV against Cesaro. It's about making him look beatable so when he wins at the PPV it is a bigger deal.

Both secondary champions titles were at serious risk at Hell in a Cell but both retained.

If they didn't lose as much on Raw and Smackdown before the risk wouldn't have been that big.

You and JR seem to have a dysfunction at the junction on this idea.
