Actually, the increase in quality of CAWs is why there is only 25 slots, according to 2k. They said being on a new system, and still figuring things out, they were only able to stretch the available slots so far while making the CAWs look as close to in game superstars as possible. They say as they become more knowledgable about developing on the console they'll be able to put more slots in future games.
If that's true, then in the long run it could be worth it. Still sucks in the now, and we'll have to wait until the game comes out to see if it was really worth it.
