Pretty much anyone WWE has done their ADD-like "give a huge push and then forget about and then repeat the process later" thing with over the past 10 years or so would be a good candidate.

Sheamus, Swagger, Ryback, The Miz, Bray Wyatt (Yeah, they're trying again but the iron was hot when he was the intimidating force who beat Daniel Bryan clean at the Rumble and their recent track record doesn't give me hope that he'll see that level of credibility again.)
