New consoles are very difficult to develop with. Wen you only have a year to put the game out, that makes it even worse.The same thing happens with all the annual sports franchises. NHL 15 had a bunch of stuff removed as well.

It takes a couple years for devs to really unlock the potential of a system and get the most out of it.

2k says they are building from the ground up and that combined with the console being relatively new, means they had to sacrifice some things to improve the foundation of the series, and that features that were cut would return in the the future when they are more familiar with the console.

Whether that's true, I dunno. We've seen companies exclude stuff to bring it back as a "new feature" in a later version, but there is just too much removed for that to be the case.

We won't know for sure until 2k16, to see if all this was worth it.
