Sounds like the blizzard isn't actually preventing them from putting on the show from a production standpoint. Seems like they're expecting low to no turnout though (which I'm sure is likely) given that if you're out in public or on the roads after 8:00PM you're subject to arrest because of the state of emergency.
Also the state/local authorities may have authority to take over and use the venue as an emergency shelter or emergency operations center during severe weather, natural disasters, etc.
