Honestly, when it comes to Mortal Kombat, as long as Scorpion and Sub-Zero are in it, pretty much everybody is happy.
The only time there was ever any real backlash for roster omissions was MK 3 when those two weren't in it. No one gave a shit when Johnny Cage died. They cared even less when Liu Kang died, and he was the main protagonist.
I'm not saying character popularity doesn't play a role, but story plays a much bigger role in roster decisions in MK than in any other fighting game.
