For me, it will always be Michaels.

But Angle COULD HAVE been. If it hadn't been for the neck injury, the "personal demons," and the jump to TNA, Angle could have been the best ever. As it is, he's definitely in my top ten, but too many factors working against him (none of them in-ring) to call him the best.
