Either they had a last minute change about Lesnar retaining or the idea of elevating IC/US belts is more of a future plan in case Lesnar (or some other part timer) gets the WWE title back in the near future.

Have confidence they will be able to rebuild the IC status with Bryan but would be shocked if they haven't dropped the plans with Cena by SummerSlam. Its going to take a long time to rebuild both belts prestige and Cena's been their #1 fallback plan whenever they change plans or panic about the main event scene.
