Report made it clear its only Brady and the two ball guys who are getting any sort of punishment.
Everyone else got cleared in the investigation. If Goodell were to punish more people, he'd be doing it with less evidence than he has against Brady. Probably would also need to punish the Colts as well since they also had deflated balls.
