Slightly disagree, only in that Rowan still needs some sort of individual persona besides the mask. I still think the way to go is to give him a new "mentor" in Kane, expousing the "virtues" of being a monster in a mask from firsthand insight. Add into this his almost tweener status as Director of Operations, and possibly still struggling with "letting the monster go", and you potentially have a situation where Kane is now (sort of) a manager- he becomes Paul Bearer to Neo Kane.

Bray is all "time to come home, now" and he instead rebells. You now have the feud you SHOULD HAVE had between Harper and Rowan that just kind of stopped, only now there are some kind of stakes involved as to where Red Rowan's allegiances lie. He becomes more aggressive in his matches, with the DoO at least standing on the top of the ramp taking special intrest in his matches. He is shown occasionally backstage giving Rowan advice at the beginning of a backstage segment where he's inturrupted by Seth Rollins, or eventually, inturrupted by someone of less consequence and Erik The Red is set upon them like an attack dog (or without prompting, to the delight of Kane). Eric adds some red to the lamb mask, some flame homage to his ring attire, and you have the groundwork to build somethimg on his individual persona that has been lacking.

Hell, even make a match where if he wins he's free to choose, if he loses he forcibly rejoins the Wayatt Family. The catch is, he likely chooses the Wyatts either way. In a "strange" twist, turnimg on Kane almost makes more sense, as Kane won't even be all butthurt ans betrayed, but instead "glad" he helped a fellow monster find his way.
