They've not specifically announced exactly what you can do with them, but it works like a F2P game on mobile from what people saw at the press event. So if something takes a while to build on your base, you can pay to make it happen instantly. Not got enough credits for a weapon or to fulton something? Well by golly you could buy more credits to make it happen!

It won't matter so much later on if you've just had the patience to do everything, but early on, you'd be screwed by people willing to put down serious cash.
