Swagger beating Rusev would have only worked if they had big plans to make Swagger important in the months that followed. That way Rusev's first loss isn't wasted on a meaningless angle and Rusev doesn't look bad for having jobbed given the guy he lost to wound up setting the world on fire.
Given WWE's track record of booking, they'd have put Swagger over and then done absolutely nothing to capitalize on it. Based on that alone, Rusev winning was absolutely the right call.
