No. He was a slightly above average pitcher during his time with the Cubs. What else would a team want from a 4/5 starter? I mean, yes, every team should have Zach Greinke as their fourth starter but since that isn't possible you need someone else there to fill a role.
Look at it this way....they just got Dan Haren who they are praying is Marquis. They wanted a guy who will take the bump every five days and just hold his own. Haren is slightly above league average and that's all they wanted.
