United States title in Raw, IC title in Smackdown. Hold off on defending the belts on free tv save every once so often. Produce a monthly special with each alternating. Have the world title defended at the big shows only.
Reintroduce King of the Ring with the winner getting a title opportunity at Summer Slam instead of it just being a stupid, worthless gimmick win.
Keep the split completely separate of each other and avoid inter promotional matches for a while.
It could still work damn it.
