Enemy AI encounters are somewhat rare in the DZ from the Beta too. Maybe that will change with the full release? Primarily, the DZ is for "world PVP" if you will. Killing Rogue's nets you DZ Exp and DZ $$$$ to buy really good gear. However, when you are killed in the DZ you lose DZ Exp and $$$, and a shit ton more if you die while Rogue.
As far as being baited goes:
You get a few warnings advising that continuing to attack a non-hostile Agent will make you Rogue. If the guy was shooting you enough, he should have turned red (indicating he went rogue) and you can kill Rogue agents without being turned Rogue yourself.
There is also a timer for turning Rogue, in the instance of friendly fire (happens a lot around extraction points). When you first go Rogue, you have a timer (usually 20-30 seconds) and if you do not make any hostile moves against non-hostile agents, you will go back to being a non-hostile agent.
Definitely some tweaks they could make, but I would like to see how the DZ plays out with a higher population.
