Put guys like Zayn and Nakamura in compelling storylines in the upper-midcard scene while the bigger "larger than life" guys are in compelling stories in the main event scene and you're golden. You're pleasing everyone. The smarks and hardcore fans would be more than content just watching matches like that that mean SOMETHING. As long as you don't fuck with them by teasing those guys as potential main eventers and then not following through with it.
It also has strings in place for the future. I said before that WWE is so laser focused on finding the next Hulk Hogan, that they're willing to overlook all the Pipers, Hennings* Jake Roberts', and Rick Rudes to get there. They let people with spark fuck off to oblivion instead of letting the fans have a shot at giving a shit about them over time. If you don't "outpop DX" every night, you aren't worth the TV time, noob... and they focus on the same 4-5 talents the writers can be assed to deal with.

And every five years or so, they find themselves in a "panic" position, because of injuries, suspensions, film shoots, bad PR... etc., and then they go "HOW COME NOBODY IS OVER?! "
