This year's he's struggling and yes the media gravitate to him because of his rep but the gap between the two prior to Harvey's injury is marginal at best. deGrom has more innings through 2 seasons than Harvey, but baseball reference WAR has then within one win of of each other despite a fairly large gap in innings pitched.
The media treat him as though the Matt Harvey of 2013 is the Harvey he's always been and that he's a guy like Clayton Kershaw, David Price, Felix Hernandez, etc who have been dominant for YEARS.

Harvey's lone season of dominance was 2013. That's it. He was good as a rookie and last year he was solid but he was still nowhere near the pitcher he was in 2013. But he gets routinely propped up as being way better than the other pitchers in the staff in part because he created this stupid Dark Knight image for himself in the middle of his dominant 2013. He'll probably never be that good again but you wouldn't know it based on the attention he gets.
