Did you bother to read how that thing as developed? It's based on how they think the balloting is going to go based on previous voter tendencies. It's not a measure of who should be Cy Young award worthy, but rather, who might be based on how voters typically vote.
It's not the same as saying player a deserves it more than player b based on actual performance.
