You could have the 4 Semi-Finalists from the CWC promoted to RAW immediately, with the winner getting an instant shot at the Cruiserweight Championship. That'd be how you set the winner apart, or you make the winner the champ straight away and they arrive on Raw with the belt. Problem is the CWC still has a load of weeks left so you'd have to hold off launching the division (could do showcase matches in the meantime I guess?).
