If WWE wants the winner to be the "face" of the division right away, Perkins probably is going to win it all considering the news and rumors regarding the other 3 guys.

Considering the guys Perkins already went through, beating Ibushi would instantly add more star power for him. Wouldn't even matter who he'd face for the finals.
