Not sure about his NXT/FCW days but pretty much yes. Mix of Vince/WWE forcing him to be Cena 2.0 and them getting desperate in having to spend money on professional speech tutors for him.

Probably didn't help that most of his really bad promos are rumored to have been because Vince took over writing for his stuff at the time.
