Thing is they've but themselves in a Catch 22; if you re-tell the story that got her over in NXT you risk having it shit on by the vocal portion of the audience that already saw this story/know that she's better than struggling her way up the division past the likes of Summer Rae, however, without that story they'll find it harder to get people to connect with the character.

This. They also think that these characters get over by losing. I still cannot work out why they did that Triple Threat Match at Clash of Champions. Why not just Charlotte vs. Sasha? It seems they wanted Charlotte to keep her winning streak in tact but didn't want Sasha to get pinned. That shows where Bayley fits in the scheme of things.
Bayley had to come up after Brooklyn II. She just had to. She was running thin down there, but they didn't need to jam her into the title picture right away. Maybe an angle with Dana first? They could have put her on SmackDown and advertised her on RAW, so that people wouldn't get upset if they saw Nia Jax, for example, confront Charlotte, while they only expected Bayley.
It's all been handled with complete disregard for Bayley, to be honest.
