Cena was trying to build prestige to the belt.....which worked with his weekly Open Challenges.

Del Rio was likely just to re-debut him in a meaningful storyline, plus give an established name to transition the belt to Kalisto.

No idea what happened with Kalisto though, they just totally soured on him. Reigns' run feels like it's just giving him something to do.
