It makes sense. Most of these feuds are ending and they need some fresh stars to fill some spots. If the 20 bodies Smackdown is sending for the survivor series is any indicator, that's more than half the roster right there.
Good idea especially if the rumor about the winning brand getting to grab a few stars or first choice on trades ends up being true. RAW gets some stars but Smackdown gets to restock or beef up their IC and WWE divisions for some fresh feuds as a trade-off.
