They are going to be tracking pretty much everything you do in the game. It will be like the stats on the previous games I guess but they track everything. The longer you do something, like riding bikes, the things effected by that will get better. So you can ride better, turn better, not fall off as easily, etc.
They also played a little more into pedestrians as well saying they each have a brain. Well what that means is you can follow one ped and watch them leave their house in the morning, go somewhere, etc. They can even hold hands and when you run between them they break apart then grab each others hands again.
If that's not good enough, each character type has 1 hour of dialogue. That's about 50 more minutes then VC.
And to TheNamelessOne and everyone else wondering, the Dodo in San Andreas is full winged that is flyable. So I believe by the article that means taking off and landing.
