Would feel like the time Hogan got the Unidsputed belt only to drop it within a month later. His title reign felt more like a "thank you for your career" than anything that could be used for the long term.

WWE could be thinking the same in giving Cena a final thank you title reign but don't want him to break the record anymore and because he's too busy with outside stuff now.
