If you put SDL's top 6 guys in the EC, let's say Cena, AJ, Corbin, Ambrose, Wyatt, Miz that's a very thin under card. You could do Orton vs. Harper, a Tag Title Match, a Women's title (perhaps an EC for that too), then you're on to guys like Crews, Kalisto, etc that don't feel like PPV attractions.
Meanwhile on Raw there's more depth and a lot of converging paths in the title scene where you could put the title on the line or do the EC for a shot as they didn't have the Rumble winner. You'd still have a Raw Women's title match, US Title, Tag Team championship match, Cruiser title match and enough undercard to put on a decent show.

Whatever the pool is for the next batch of callups, Smackdown really needs to get the most for depth reasons. For example, if they got both Joe and Dillinger, their midcard and main event scene gets a really good boost at the same time.
Was ok when RAW got more draft picks because of the extra hour but then they quickly got a bigger boost with the Cruiser division while all Smackdown got was Jack Swagger I think.
