Because Becky is involved with Mickie for WrestleMania.
Having Becky/Natalya for the title at WrestleMania would leave Bliss and Mickie off the card.
Sure, giving the title to Becky would open up the opportunity of a title match against Mickie at WrestleMania, but it would still leave Natalya and also Bliss with nothing noteworthy to do at the event and even if the match wasn't for the title but Becky was champion, then the SmackDown Women's Championship would be off the card, which in turn wouldn't give the SmackDown Women's Division that good WrestleMania exposure.
Why keep the title of the (clearly) more superior Women's Division off the card at the biggest show of the year?
Doesn't make sense. SmackDown's Women's Division has been so good since the split and it greatly deserves its talent and its championship to be defended and showcased at WrestleMania.
With Bliss as champion and possibly Natalya chasing it, along with Becky & Mickie having a match and to a lesser extent, Nikki & Maryse having their tag match, the Women's Division for SmackDown is set up to be perfectly represented at WrestleMania.
Meanwhile at WrestleMania, Raw's Women's Division will most likely have one match featuring Charlotte/Banks for the twenty-eightmillionth time along with Bayley and that's it.
Maybe if we're "lucky", Nia Jax will be thrown into the mix along with an appearance of Dana Brooke at the side of Charlotte.
