Tough choice but gave the slight edge to Raven.
Both were good in terms of in-rings skills and with their characters but Raven was better with promos.
Both were really great in ECW but never reached similar potential in WCW and WWE. Felt out of the two, Raven probably could have become a bigger star had WCW done a better job handling him. Taz also had issues of not being handled well in the WWE but also had the problem of his in-ring WWE career getting cut short due to years of wear and tear from the ECW style.
