Gave the nod to Raven but feel Bray likely can pass him within another year or two assuming the WWE doesn't botch the work built up the past few months.
Both are pretty decent in terms of in-rings skills and great in terms of promo skills but Raven had the better character/gimmick of the two. Bray's problems in terms of character are mainly due to Creative making him be nothing more than a guy who can't back up his words during big feuds.
