Obviously Raven was booked like a jobber in WWE. They didn't know what they had with him. Even forcing him into Heat, he made it interesting as Steph and the rest of the writing crew didn't realize he was writing his own storylines down there.
But at the height of his career, he was booked credibly. You gave a shit what Raven had to say because you actually thought he would win. With Bray the promos stopped meaning shit quite quickly when it was apparent he was a jobber to the stars.
