Just fire Paige and suspend Woods, Rollins and Phillips. Paige and all that bullshit she comes with these days is gone from the company and Woods, Rollins and Phillips miss a month or so of TV time.
The explanations can be that Rollins' injury has gotten worse thanks to Triple H and is out of a action.
Woods can have some over-the-top excuse that's suitable for The New Day, such as that he's traveling the globe searching for the rare "Unicorn Antidote" for the New Day Pops, or whatever.
Phillips can just be accidentally kicked in the face by someone during a match and he's out for a while.
As for The Rock, I doubt his film is going to be "hurt" as I really doubt that people were going to be flocking to see it in the first place and that it's some kind of Hollywood blockbuster.
He could have some success however if he changed direction and just makes the film a porn movie.

Would likely just cause more potential headaches and a bigger PR mess if they tried to hide punishments or firings than be public with it especially this close to Mania when they usually get the most mainstream attention in the year. Maybe even open themselves to possible legal actions or discrimination claims if it happened.
Also would just be a matter of time before the sheets would make what happened public and put the WWE in a worse situation.
Observer used the Hogan example mainly to show how bad the WWE would look if they punished or fired Woods and Paige but brought Hogan back since his scandal was a lot worse. Observer hinted several times before how Vince never really wanted to release Hogan from his Legends deal and wanted to restore his status in the company as soon as possible.
