We've seen it in these threads "this guy always put on great matches but his character was boring, so I went with the other guy". And others went the other way for the opposite reason because to them their main enjoyment is watching dudes work in the ring.

I think you are taking the word "wrestler" too literally. Being a wrestler, as in a professional wrestler, has many aspects too it. The best in ring performers can be quite some way down the card as you are alluding too.
When i vote in these things, i think about all the aspects that create a great professional wrestler, from his in ring talent, to his look, to his character, to his charisma, presence, promos, psychology etc...Right down to if his theme got the crowd buzzing and if his finisher was established.
If you don't fix down on the literal meaning if wrestler and think of it more as "Better Professional Wrestler" these things are more fun to debate and discuss.
Everyone will interpret which of these things are most important and what matters most and i think that's the fun part of it
