You can argue that it is Brock's sparce appearances that do it, but I think it is much more than that. He is a believable monster and people pay to see that.

He is the better athlete, the better draw and the bigger star. Don't see where Orton has him beat enough to make it a contest.
He's the number two guy of the generation. That's more than Lesnar ever was.
