Are you serious here? Orton wrestles circles around Brock. Orton very rarely makes mistakes and delivers a crisp, clean, exciting match almost every time. Money in the Bank was an outlier, but I don't know how much of that can really be attributed to him.

Brock on the other hand can no doubt bring the power and pain to any opponent, but I feel like he doesn't have quite the same connection with crowds in his matches as Orton, and while his matches tend to be solid to great overall, I find that his matches are less technically sound as opposed to Orton.
