I know you need guys to put people over and guys like Hawkins to job all the time but look at Roode and Kanelis or even Nakamura to a certain extent there's no real time for character development or they spend two weeks off TV and just carry on with a feud that people have forgotten about .

It's harsh to say, because you don't want people to lose their jobs or anything, but wrestling is a performance business. Like anything in that field, it comes a time for people to come and go. Not everybody should get the 10 years of service medallion that was such a big thing when Taker got it in 2000.
For the product to remain sharp and stark (Ha! Remain?), you need to cycle guys and gals in and out. It doesn't need to be hostile and it doesn't necessarily mean they are not good at their jobs. Leaving the WWE might mean that they can get more varied training by working in front of different crowds, with different talent, with different styles. You can then come back and be more valuable and make more money than you ever would have made simmering where you were.
