For the product to remain sharp and stark (Ha! Remain?), you need to cycle guys and gals in and out. It doesn't need to be hostile and it doesn't necessarily mean they are not good at their jobs. Leaving the WWE might mean that they can get more varied training by working in front of different crowds, with different talent, with different styles. You can then come back and be more valuable and make more money than you ever would have made simmering where you were.
But also from the performers point of view why would you want to stay somewhere where you can't do your job properly, go somewhere else and be a star. I know money would play a part in it but some of these guys could make more money on the indies.

Also they need to use NXT more to repackage or if someone has had a lengthy injury lay off to ease them back in.
