In terms of stars, post-HBK DX suffers a lot or never occurs since Triple H was the person who put the 2nd group together backstage. WWF also would be missing someone very valuable as a top heel during the late Attitude Era especially after Austin was out due to injury and Rock taking over as the big face star.
Shane doesn't have his father's mind for the business. I've read /listened to multiple interviews that said Shane's ideas were usually too far out there. I don't think Vince would have given the same amount of power to Shane as he did Steph and HHH
