This is literally the exact reason Vince Russo used for why the Arquette thing was good.

It got attention. Great PR/marketing-wise. That one PR move isn't as valuable as building credibility for a title that can be used to draw on a consistent basis. Choosing shock value/easy publicity over the value of the titles are a big reason they can't use titles as a draw anymore.
