It got attention. Great PR/marketing-wise. That one PR move isn't as valuable as building credibility for a title that can be used to draw on a consistent basis. Choosing shock value/easy publicity over the value of the titles are a big reason they can't use titles as a draw anymore.
They have all these belts because Vince (McMahon) has this thing where he can't imagine running a show without championship matches, but when was the last time a match actually drew because a belt was on the line? It's really idiosyncratic.
