I think the thinking is "god damn it, that will make people hate him." I think Bryan will be used to embiggen the heels that Vince wants to be top challengers.

On the bright side, Vince might "test" Cass. He likes to test people. Maybe he wants to see if Cass will play ball and tap to Bryan? See how Bryan looks beating big men; see how Cass does losing. It's a good measure of where he is in the ring, since he may not have a better match at this stage of his career. That's the only way I see Bryan winning.
