WWE really needs to turn some of these guys though, assuming Reigns or Strowman end up champ at Summerslam they need better heels to fight than Jinder and Corbin.

Elias is great, but I think they are going the other way with him, the guy is too over for Vince not to be salivating at the idea of booking him towards a face run.
Here's the thing about people like Elias some heels just make better faces as heels if that makes sense.
