Bischoff's greatness pretty much boils down to Ted Turner not caring at all about how his money was spent and striking the iron with the nWo at literally the best time possible.
He gave Vince a taste of his own medicine by raiding all his top stars but also meant WCW now was the one dealing with all the baggage associated. It let him win the short term but as a side effect, Vince got a clean slate to work with for the future.
