He sort of tried to do that with the Women's Hell in a Cell. Supposedly fought to get the match nixed and then fought tooth & nail to weaken its build and match quality. Somehow he still couldn't grasp at the idea of a women's match being the main event of a PPV and also be the main focus for a PPV build.
The only smart decision he had involving women's stuff in years was not wanting Total Divas stuff to dominate the division. The reasoning being you can only really focus on it while a season is airing and can't do long term plans since WWE didn't control the show itself. Became moot in the end because Nikki Bella kept complaining and got that restriction dropped.
