I think this gets lost in all the "Brock is phoning it in" narrative. He's a monster so he doesn't sell like a Seth Rollins is going to. But when he does sell, Goddammit, it's effective. When he's booked in something that isn't a 5 minute squash, he makes the other guy look good simply by shedding his monster shield temporarily.
