I could definitely see Roman on SmackDown. But at the same time, Vince undoubtedly still views him as the face of the company and despite the money FOX is giving them for SmackDown, he’s always gonna view Raw as the flagship and that’s why he’s always going to keep “the guy” there.

That’s why when Cena was christened as the guy in 2005, he never left Raw again during the original brand split. Raw is still Vince’s baby.
