Probably could have been an agent had his second run lasted longer.
The first time he got released, they likely were still using the same agents from the Attitude Era plus Arn Anderson and Dean Malenko. After he left for the second time in 2009, spots for the next crop of agents started to open up.
Going by PWI, seems he's a strong candidate to become one of the newest agents for Impact Wrestling.
